Job Description:

Department Overview

Treasury and Balance Sheet Management (TBSM) manages TD Bank's Canadian and US P&C's non-trading market risk, consolidated liquidity risk and capital positions. In addition, TBSM operates the Bank's funding, securitization, and capital management programs, and is responsible for the Bank's investment portfolios.

The Liquidity Risk Management Team's mandate is to manage TD Bank's integrated liquidity position in accordance with the Global Liquidity Risk Management Framework (GLRMF) at an enterprise level. Delivering on this mandate involves measuring and managing changes in TD Bank's cash flows, liquidity positions, collateral pledging requirements and future funding needs relative to approved limits. Furthermore, it involves ensuring efficient use of TD Bank's overall funding capacity, and supporting risk management infrastructure including stress testing and regulatory reporting.

Job Description

Reporting to the Senior Manager, Wholesale Liquidity Project & Change Management, this role provides an exciting opportunity for an individual to expand their expertise in liquidity risk management within a Wholesale Banking context.

You will take a lead role in defining implementation strategies and driving change initiatives for new products, assumptions, and system capabilities. This role also provides the opportunity to work closely with key business partners, including TD Securities, Risk Management, Technology, and other TBSM teams.

Key Responsibilities:
  • Lead the development of business requirements and manage stakeholder engagement for the implementation of new products, liquidity models, and assumptions.
  • Partner with IT teams and stakeholders to implement project priorities and manage ongoing liquidity system enhancements.
  • Serve as a Subject Matter Expert in advancing TD Bank's liquidity management and reporting capabilities for future needs.
  • Champion operational excellence and change management in the execution of initiatives.
  • Collaborate with Project Managers to create detailed implementation plans, track progress, and adjust plans as needed.
  • Lead or contribute to Steering Committees and Working Groups, ensuring alignment and effective communication.
  • Provide timely updates to Management and other stakeholders on initiative status.
  • Build and maintain strong relationships with IT development teams and other key partners.
  • Drive continuous improvement in liquidity infrastructure, data sourcing, processes, policies, and systems to meet regulatory requirements and organizational objectives.

Educational Requirements:
  • An undergraduate degree in Business, Mathematics, Economics, Finance, Accounting, Risk Management, or a related field.
  • Post-graduate education and/or a CFA designation is a plus.

Other Qualifications & Skills:
  • Deep expertise in liquidity management with solid technical experience in the regulatory framework, including Liquidity Coverage Ratio (LCR), Net Cumulative Cash Flow (NCCF), and Net Stable Funding Ratio (NSFR).
  • Strong knowledge of capital markets businesses and related products.
  • Comfortable working with large datasets and extracting actionable insights.
  • Exceptional written and verbal communication skills with the ability to present complex information clearly to Senior Management.
  • Strong organizational, project management, and consensus-building abilities.
  • Analytical mindset with high attention to detail and the ability to think conceptually.
  • Ability to build and maintain strong business relationships with internal stakeholders and work independently in a fast-paced, dynamic environment.
  • Proven experience in delivering technology initiatives, particularly using agile methodologies.
  • A strong background in the financial services industry.
  • A demonstrated track record of successfully implementing new initiatives.
