  • What's the job?
    The Manager, Financial Intelligence Unit, plays a leadership role in the department while contributing subject matter expertise on AML/ATF-related matters. This role manages the daily operations of the Financial Intelligence Unit (FIU) within the Financial Crime Management (FCRM) department. This role supports operations and investigation functions, including developing and running transaction monitoring and corresponding alerts adjudication, investigations and regulatory reporting, including Large Cash Transaction Reports, Electronic Funds Transaction Reports and Suspicious Transaction Reports to FINTRAC. The Manager will support the Supervisor, FIU and Investigators in their adjudication efforts and regulatory obligations, ensuring performance is maintained and addressing performance challenges when required.

    What you'll get to do:
  • Leads and supports the FIU's strategy by monitoring the timely adjudication of alerts to meet internal SLAs and ensuring the timely reporting of all threshold reports to FINTRAC. This includes large cash transaction reporting, electronic funds transfer, and suspicious transaction reporting.
  • Oversees and manages technology and vendor relationships to ensure teams are trained on regulatory requirements and report all threshold activities on time.
  • Ensures Coast Capital meets its regulatory expectations by supporting projects and initiatives as a subject matter expert where there is an impact on the Financial Intelligence Unit and its existing processes and reporting requirements.
  • Supports business partners with tuning and testing technology systems to monitor, detect, prevent and report financial crime and associated regulatory risks, particularly supporting rule development and test cases.
  • Continually and proactively assesses AML/ATF-related activities and the effectiveness of department-level procedures and makes recommendations for improvement to the Senior Manager, FIU and the CAMLO.
  • Ensures the team is appropriately trained, providing timely feedback and coaching to address gaps, new regulatory developments or enhancements as needed. Also, all departmental procedures and job aids are current and in line with regulatory requirements.
  • Supports reporting to management and the Board on all aspects of the FIU, including any statistics to reflect the current state of the FIU and in relation to the AML/ATF program.

  • Who are we looking for?
  • Bachelor's Degree in business or related areas
  • 4 - 6 years of professional experience or a combination of Experience/Education: Subject matter expert in AML/ATF and/or sanctions with proven experience and knowledge working within Canadian Regulatory standards (OSFI) in the financial services industry, including experience in AML/ATF systems and controls.
  • Managerial experience for a minimum of 4 years.
  • Direct experience in Managing teams responsible for Alert Adjudication and AMLATF Investigations.
  • Professional certification from ACAMS and/or ACFCS is preferred.
  • Proficient and relevant knowledge of Canadian AML/ATF and sanctions regulatory requirements, including industry engagement to keep abreast of trends and best practices.
  • Expertise in Canadian AML/ATF legislation, related regulations and guidelines.
  • Strong ability to develop procedures and processes and work with stakeholders to support implementation and operationalization.
  • Strong analytical and problem-solving skills, including leading the resolution of any identified gaps and audit issues.
  • Ability to identify emerging risks, conceptualize their impact, and initiate appropriate action to manage them.
  • Demonstrated effective managerial skills by leading by example and empowering teams to excel.
  • Demonstrated ability to develop people through coaching/mentoring to help drive high performance.
  • Good oral and written communication skills and the ability to develop and maintain strong relationships with internal and external stakeholders.
  • Dedicated leader and team player, ability to develop goals and team plans and communicate same to the team to ensure all members are clear on goals and objectives.
